Green Technology Studies
The Green Technology Sector also has implemented a few studies to decode the National Green Technology Policy into an action plan and also map out its implementation. The main studies are the Green Technology Infrastructure Masterplan and Electric Vehicles Roadmap.
a) Green Technology Masterplan
The Green Technology Action Plan is divided into two (2) phase. The first phase is the baseline survey (June 2010 - June 2011) and the second phase will start early 2012 which is to develop a detailed action plan.
For the first phase, the baseline study focuses on six (6) identified sectors, which are the energy, building, transportation, water and waste management, manufacturing and information communication technology. The purpose of this baseline study is to identify the current status application of Green Technology in Malaysia. In fact, this phase also focuses on the gap analysis and identifies the ways to fill these gaps. KeTTHA through the GreenTech Malaysia has appointed Frost & Sullivan Malaysia Sdn. Bhd. as the consultant to conduct this study.
The second phase defines the Green Technology, Low Carbon Economy and to design the Low Carbon Economy Action Plan which will cover all the major economic sectors including agriculture and forestry sectors and develop detailed guidelines in producing the green technology action plan to realize DTHN.
b) Electric Vehicle Infrastructure Roadmap
Under the review of the National Automotive Policy (NAP), KeTTHA was given the mandate to responsible to prepare the Infrastructure Development long-term plan (roadmap) for Electric Vehicles. KeTTHA has appointed GreenTech Malaysia to facilitate the preparation of the Electric Vehicle Infrastructure Roadmap.
GreenTech Malaysia together with the appointed consultants (TNB Research-TNBR) has come up with seven (7) key areas for the overall development of electric vehicles roadmap:
• Institutional framework;
• Resources;
• Technology;
• Industry performance matrices;
• Value chain;
• Market & Industry development; and
• demonstration / pilot project
Based on the seven (7) key areas, KeTTHA, GreenTech Malaysia and the Malaysian Automotive Institute (MAI) have made the 1st Electric Vehicle Roundtable Discussion on 15th December 2010. The purpose of the program was to get the feedback and input from stakeholders consisting of representatives from related Government/Agency and representatives of related industries and manufacturers of electric vehicles. Input from the discussion was utilised by the consultant of the Electric Vehicle Infrastructure Roadmap to launch the first phase of the preparation roadmap a checklist to the initial strategic plan for the roadmap Electric Vehicle Infrastructure.
Basic Checklist for Initial Strategic Plan For Electric Vehicle Infrastructure Roadmap
• Formation of the Steering Committee on Electric Vehicles
• Setting the standard vehicle power tools (socket-to-socket).
• Rules to the service provider of electric vehicles.
• Regulations to prescribe the qualifications for electric vehicles.
• Incentives to supplier’s electric vehicle charging infrastructure.
• Incentives to owners and users of electric vehicles.
• Compliance to the grid reading, electricity supply and etc.
• Pilot Project.
• Public Awareness and Education.
• Research and development in electric vehicle technology.
The second phase of the electric vehicle infrastructure roadmap is the implementation of a pilot project of electric vehicles. KeTTHA in collaboration with the Ministry of International Trade and Industry (MITI) has been working with Proton to run the Fleet Program Test Vehicle (FTV) in 2011 in Putrajaya and Cyberjaya. The decision of the FTV implementation will help to ensure that the provision of electric vehicle infrastructure roadmap is comprehensive and can be used all over the country. This program is a step towards the promotion and introduction of electric vehicles to the public.
The third phase of the electric vehicle infrastructure roadmap will involve the preparation of the overall electric vehicles roadmap which will include all seven (7) key areas that have been listed in the preparation of the framework roadmap. Output and outcomes from the third phase will determine the implementation for the development of the overall infrastructure electric vehicle roadmap at the national level.
The scope of the electric vehicle infrastructure roadmap will include some key aspects of the regulatory and licensing, the development of codes and standards, the development of battery charging stations, the source of energy, smart grid, battery changes or battery technology, power electronics, electric drive systems, security, vehicles supply and components, and maintenance after purchase.
