Client Charter for Energy Sector has been prepared for 3 main part :

(i) Energy Policy Planning;

(ii) Tariff revision; and

(iii) Allocation Withdrawal Application under Electricity Industry Trust Account (AAIBE).


Energy Policy Planning

Ensure to draw effective energy policies and sustainable for people, industry and country to attainment of the objectives accelerate nation's status achievement industrial. Policies for people involving power supply aspect enough electric and continuously (reliable). Policy for industry on the other hand involving steady supply and quality at the price of that competitive
Energy policy planning involving aspect as follows:

(i) Electricity Supply Industry restructuring;

(ii) Renewable Power Development; and

(iii) National Strategy for Energy Efficiency.

Every policy proposal must obtain Minister’s approval.

Policy planning for all three aspects above need detailed research and should take into account view and side comment from all agencies that related with.

• Provision terms of reference, study method and research implementation determination should solved within the period of 6 months from Minister's approval period.

• Get comment from stakeholders in 1 months through various way such as workshop.

• Provide policy draft based on survey results and comment from stakeholders within 2 months from date all comment accepted.

•Ensure Ministers Board Memorandum on policy proposal provided in period 1 months from Minister’s Approval.

• Submit Ministers Board Paper for Ministers' Board decision on something policy proposal.

• Implementing policy within 1 months from acceptance a decision.

Tariff Revision

• Ensure every tariff amendment proposal related fuel processed and studied together with Energy Commission every 6 months.

• Hold Planning and Implementation Committee Meeting Electric and Tariff Supply (JPPPET) within 2 weeks from comment accession date from Energy Commission.

• Ensure Ministers Board Memorandum completed within duration 2 weeks from JPPPET date of meeting where agreement was obtained.

• Inform to agencies involved namely TNB / SESB on Government decision within 2 days from decision accession date by the Ministers Board.
